Last movie: I’m not sure anymore but it was either 3.0+1.0 or Rebellion (rewatch). there have also been other fragments where Takano didn't kill Rika herself or the great Hinamizawa Disaster didn't occur: see Onikakushi, Watanagashi, Meakashi, and most of the 'damashi' arcs in Gou where Keiichi survived with Rena or Mion as another survivor. She and Rika did literally nothing to deserve what they were dealt. so I wouldn't be surprised if Ryukishi wanted to use Gou as a redemption arc for Takano (as Gou means 'Karma', it would be pretty thematic I think).

But even as well written as it is, plenty of people who are survivors of abuse or were orphaned typically don't become serial killers with a delusional sense of grandeur. Because she'd gone through so much unfairness in life, as an adult she shrugs off what she does as "well, life's not fair and other people have done worse than me in the name of science". somewhere down the line as she grew, she lost the ability to feel at odds with the ethics of what she was doing. Takano's villainy is a product of her very tumultuous childhood where she had an earnest and innocent wish to honor her adoptive grandfather.
She as a child was no different than Rika- all these bad things happened to her and she didn't know why, she hated being alone so much she didn't even care if lightning struck her to kill her. Yes, I know, she killed Rika and friends but think about it.
